The Wesley Foster Foundation, Inc. is a charitable non-profit organization. The goal of the foundation is to bring changes that will help people live more prosperous lives, by providing access to opportunities that will improve their socio-economic condition through food/nutrition, education, and employment. The vision of the foundation is that these initiatives will inspire others to also be charitable with their time, financial resources, and influence.
The foundation has given out more than 60 scholarships since its existence in 2012. An additional 21 scholarships were given out in 2020 alone due to COVID-19 to all past recipients that were still in school. The initial intent of the foundation was to provide scholarships to Top Achievers and Need Base students. However, its mission has expanded to address so much more.
Mission
The mission of the foundation is to bring about the kind of changes that will help people live healthier and more prosperous lives, by providing access to opportunities that will improve their socio-economic condition; namely food/nutrition and education. Providing all students with the skills and opportunities necessary for them to function holistically within a changing society, community, and school. With the above in mind, the Wesley Foster Foundation has been sponsoring schools with tablets, school supplies, breakfast, and lunch for all students in the given school.
Vision
The objective is to ensure that no child is left behind. Providing access to meals, technology, and school supplies will eliminate all obstacles that are typically present for students and parents. Students will be given all the necessary resources needed to succeed while at school.
Our Team

Wesley C. Foster, P.E., S.I., MBA – Founder & Chief Executive Officer
Mr. Wesley Foster, PE, SI, MBA is currently the Chief Executive Officer (CEO) & Founder of the Wesley Foster Foundation, Inc which is a private charitable foundation. He also serves as the President and Founder of Pacifica Engineering Services, LLC; and past Chairman of the Board of Directors for Monarch Health Services, Inc a Non-Profit Organization.
Mr. Foster has always lived a life of service. He is charitable with his time and money, he gives to causes that are close to his heart. You will always hear him say “I give not because I have a lot, but because I know what it is like to have nothing. I was once on the receiving end of someone charity.”
He earned his Bachelor of Science in Civil Engineering and Master of Engineering in Civil Engineering from the University of Florida (UF) in 2012 and 2013 respectively. Later he attended Louisiana State University (LSU), Shreveport where he earned his Master of Business Administration (MBA).
On a personal note, he loves traveling with the family, where they spend numerous weeks per year in different regions, enjoying sightseeing and learning new cultures.

Shanell T. Foster, MBA – Treasurer
Mrs. Shanell Foster, MBA is currently the Treasurer of the Wesley Foster Foundation, Inc. She is a woman of service driven by her calling to help others become wise with money and make educated decisions about their financial future.
Shanell was born and raised in Jamaica where she completed her Bachelor of Science degree in Banking and Finance from the University of West Indies, Mona. She also has completed her MBA (Master of Business Administration) from Central Michigan University. With nearly a decade of experience in the Insurance and Financial Service industry, Shanell helps individuals, families, nonprofits, and business owners with a myriad of financial strategies for growing wealth, reducing tax impact income and assets, protecting lifestyle and livelihood, savings, and taking distributions in retirement, savings and planning for college, as well as, implementing tax-efficient solutions for estate transfer and charitable intents. She currently works as Financial Advisor with Thrivent Financial, a Fortune 500 Christian financial services company. She is a member of the First SDA Church of West Palm Beach, where she serves as Board Member, Finance Committee chair, superintendent, and sabbath school teacher.
On a personal note, she has been married for 10 plus years to Wesley Foster and thanks God for their 2 beautiful daughters, Emily and Amelia. Shanell loves the Lord and gives him all the glory as she continues to serve him!

Lizeth Senior-Hazel – Secretary
Mrs. Lizeth Senior-Hazel is currently the Secretary – Board Member of the Wesley Foster Foundation, Inc. She was born in Jamaica and migrated to the United Kingdom in her teen years and later migrated to the United States. Mrs. Senior-Hazel is a God fearing woman who loves the Lord. She is service driven and realize that in order to truly serve, people must draw near to God; change their thinking, their priorities and find, with His help, their own path of service.
She is a certified counselor from the United Theological College of the W.I. and has a diploma in Bible Studies at the International University of Bible Study, Waterloo Apostolic. She gave her life to the lord in 1998 at the Bethel United Church of Jesus Christ Apostolic Barbary Hall Church. She is Ordained a Missionary, and held the following posts: Sunday School Teacher, Sunday School Superintendent, Ladies Department Secretary, Vice President for the Youth Department, and Coordinator for the adopt-a-child program at the Barbary Hall Apostolic Church.
On a personal note, she is married, has 4 children and 6 grandchildren. Recently retired in December 2021, so now she has all the time in the world to travel, spend time with her grandchildren and spoil them. In her free time, when not dealing with the responsibilities of the Foundation or spoiling her grandkids, she spend reading, sewing, knitting and crocheting.
